What is Considered Illegal Signage in the Right-of-Way?

Signs, regardless of their purpose, cannot be placed in a road right-of-way or attached to signs and posts. This includes the "tree lawn" or space between the roadway and sidewalk.

Any sign placed or projecting over any public land, street, sidewalk or other public right-of-way are prohibited. (Exceptions are listed in Section 1127.12)
